German Minister of Economic Affairs and Climate Action Robert Habeck addresses the conflict between liberal democracies and authoritarian regimes, emphasizing the need for Europe to strengthen its economic and technological competitiveness to safeguard freedom.
Habeck identifies three key threats to freedom: external aggression from authoritarian states like Russia; the rise of populism within democracies, and the impact of climate change.
He argues that Russia’s war against Ukraine is fundamentally “a war against democracy, against freedom, liberal democracy” and underscores the importance of solidarity with Ukraine.
He also points to the concerning rise of populism all over the world. “We see it almost everywhere in countries where we thought that liberal democracy is a fixed political system”, Habeck notes.
He warns that liberal democracies often underestimate the power of their enemies. “We tend to think this is impossible, this cannot be the course of history, because we have the higher moral ground.” To counter this threat, structural problems within democracies themselves must be addressed, the minister argues.
Climate change poses a vital challenge to democracy as well, Habeck emphasizes. “We are defending freedom and human life and liberal democracies by fighting global warming.”
On economic competitiveness, Habeck expresses alarm about Europe’s technological position compared to the United States and China. While the startup ecosystem is growing, funding the next phase remains a big challenge in Europe. “More companies are founded in Germany, we had a rise of 11% last year”, Habeck says. But “when it comes to the scale-up phase, then the venture capital is missing.”
